Why circles ruffle or cup in the first place

A flat circle is really a set of concentric rings, and each ring's circumference has to grow at exactly the rate your stitches grow outward, or the shape stops being flat. Increase too fast for your gauge and there's more fabric than the ring needs, so the excess buckles into a wavy, ruffled edge — this is the same reason a paper cone made from too flat a wedge doesn't sit right. Increase too slowly and the opposite happens: the outer rounds are pulled tight relative to the fabric beneath them, and the whole piece cups upward like a bowl. Gauge is the variable most people don't account for — the standard 6-per-round chart assumes a specific stitch size, and if yours runs looser or tighter, that fixed chart will produce one of these two problems even though you followed it exactly.

The classic 6-per-round chart

The traditional flat-circle rule is: start with 6 stitches in a magic ring, then increase by 6 stitches every round. This works well at a typical worsted-weight gauge, but if your gauge is looser or tighter, the standard chart will make your circle ruffle (too many stitches) or cup (too few). Tracking rounds without losing your place

Working in a spiral (rather than joining and turning each round) is faster but makes it easy to lose track of where a round starts, especially past round 6 or 7 once the increase points spread further apart. Drop a stitch marker into the first stitch of each round and move it up as you go — it costs a few seconds per round and eliminates the most common cause of an unevenly stepped edge, which is increasing in the wrong spot rather than increasing the wrong amount. A magic ring gives a tighter, closable center hole than starting with a chain; if your circle needs a perfectly closed center (a coaster, the top of a hat), the magic ring is worth the extra step even though a simple chain-and-join start is faster to learn.
